Victoria is currently leading the country in the introduction of open market mechanisms and cost shifting lead by a philosophical view of education as a cost rather than an investment.

John Pardy has been researching recent changes to Victorian Certificate in Applied Learning, ACE, TAFE and the Education Maintenance Allowance. His presentation will look at the relationship between education, social cohesion and productivity. He will also discuss the implications of constructing adult learners as consumers, adult education as a market and providers as competitors within that market.

John Pardy is a Lecturer at the Faculty of Education, Monash University.
