A special lifelong learning paper was commissioned by ALA to mark the Year of Lifelong Learning (YOLL). Tony Brown provides a brief history of the idea of lifelong learning, and an overview of international and Australian writing on lifelong learning policy.
The paper entitled, Lifelong Learning: An organising principle , examines why this is important and sets out to clarify the key elements of a policy strategy to implement a more comprehensive and effective lifelong learning policy.
He concludes that while voluntary efforts will remain important, government action and public investment are more important than ever, not least to support participation by under-represented groups. This must support a broader concept of learning, albeit one that includes a skills strategy.
